ADVERTISEMENT TO BID Long Cove Hydraulic Dredge Project TO SERVE THE LONG COVE COMMUNITY IN LAKE VIEW MANAGEMENT AND DEVELOPMENT DISTRICT HENDERSON COUNTY, TEXAS Lake View Management and Development District (District) will receive sealed Bids for dredging of Cedar Creek Lake to serve lots within the Long Cove community at Cedar Creek Lake. Bids shall be accepted electronically at www.civcastusa.com until 2:00 PM local time on Thursday, August 29, 2024. Submittals will be opened electronically via the www.Civcastusa.com public bidding platform and shall be released online to all bidders/public immediately thereafter. Submittals will be opened and read aloud by the District Engineer at 2:30pm at Long Cove offices at 3899 Maple Ave, Suite 300, Dallas, TX 75219. Engineering Plans and bid documents will be released to the public on Thursday, August 1, 2024 via posting on the website: www.civcastusa.com. Bidders are responsible for submitting quesÂtions via the online bid process and reading the answers posted for all bidders. Bids shall be submitted online via www.civcastusa.com. Prospective bidders must attend one of these meetings as a prerequisite to bid. The meeting dates offered are: Thursday, August 15, 2024 at 10AM and Thursday, August 22, 2024 at 10AM at Long Cove. The project is within a secure-access gated community. The meeting will be conducted in the LVMDD Operations Office, located at 4000 Miller Crossing. All prospective bidders shall enter via the gated construction entrance located at 13240 CR 1400, Malakoff, TX 75148. Bidders shall RSVP to the Design Engineer/CM (email) in advance to be on the access list. Each bid shall be accompanied by a Cashier's Check or Bid Bond, acceptable to the District, in an amount not less than two percent (2%) of the total amount bid (Base Bid) as a guarantee that the successful bidder will enter into a proper Contract and execute Bonds on the forms provided in the Contract Documents. Bid sureties will be returned, upon request, to all but the three lowest qualified bidders within five (5) days after the opening of Bids. Remaining bid sureties will be returned, upon request, after complete execution of the Contract. The surety company providing the Bid Bond must conform to the same requirements for surety companies providing Performance and Maintenance Bonds, and Payment Bonds as described below. The successful bidder must furnish a Performance and Payment Bond in the amount of one hundred percent (100%) of the total Contract price, from a surety company holding a permit from the State of Texas to act as surety. The surety company must have a minimum Best Key Rating of “B” or better. The surety company, the agency and agent issuing the Performance and Payment Bond must be authorized to issue such bonds in Texas in an amount equal to or greater than the total contract price. The District reserves the right to conduct an independent evaluation of each bidders? qualifications and experience prior to award of a Contract. At the option of the District, all or part of the submitted bid may be awarded. The District also reserves the right to reject any or all bids and cancel the project. The formal award of contract will be made at a scheduled meeting of the District, open to the public pursuant to the provisions of the Texas Open Meetings Act, Section 551, Texas Government Code. Provision of Texas Ethics Commission Form 1295 ("TEC Form 1295") by Bidders: Effective January 1, 2016, pursuant to Texas Government Code § 2252.908 (the "Act"), the [District/Owner] may not award the contract to a bidder unless the bidder has provided to the [District/Owner] a completed, signed and notarized TEC Form 1295 that has been assigned a certificate number by the Texas Ethics Commission (the "TEC"). Pursuant to the rules prescribed by the TEC, the TEC Form 1295 must be completed online through the TEC's website, assigned a certificate number, printed, signed and notarized, and provided to the [District/Owner]. The TEC Form 1295 may accompany the bid or may be submitted separately but must be provided to the [District/Owner] prior to the award of the contract.
